UXO Mitigation Flow

Phase 1 – Historical Research (Desk-Based Assessment)
EPI/NjordIC begin by conducting a detailed historical and conflict analysis using archives, military records, and post-war documentation. This establishes the potential for UXO presence within the project area and forms the foundation of the UXO Threat Assessment.

Phase 2 – UXO Threat & Risk Assessment
Building on the historical findings, we assess the likelihood of presence and potential impact of UXO encounters based on planned project activities. The outcome defines the UXO risk zones, the applicable UXO threshold and provides tailored mitigation recommendations aligned with project-specific tolerances.

Phase 3 – Survey Planning & Data Review
We define survey objectives, detection thresholds, and coverage requirements to ensure detection of relevant UXO types. When survey data is provided, NjordIC’s Remote Data Centre (RDC) performs quality control, anomaly review, and prioritisation of potential UXO (pUXO) targets.

Phase 4 Target Assessment & Master Target List
All geophysical anomalies are reviewed, classified, and consolidated into a Master Target List (MTL). This list ranks targets by risk level and guides subsequent investigation and clearance operations.

Phase 5 – Target Investigation & Identification
During the investigation phase, UXO specialists assess each target using remotely operated tools or divers, verifying whether anomalies are UXO or benign items. We provide supervision, on-call consultancy and quality assurance throughout the process.

Phase 6 – Clearance & Verification
If UXO are confirmed, they are safely removed or neutralised by authorised EOD teams under our supervision. All activities are verified and documented to ensure full compliance with national and international regulations.

Phase 7 – ALARP Certification & Reporting
Upon completion of investigation and clearance, we evaluate residual risk and issues an UXO ALARP Certificate, confirming that UXO risk has been reduced to As Low As Reasonably Practicable. The final report provides transparent documentation of all actions and justifications for sign-off.
